The license database for Enterprise Server (formerly called Application Server and Micro Focus Server) cannot be opened and your application requires access to it (Windows).
Check the read/write properties of the database, mfasdb. If it is read-only, change it to be writable. Otherwise, delete the database and reinstall the license keys.
