The utility
PEVerify.exe, which is called if you compile using ILVERIFY(check), is missing from the local machine.
PEVerify.exe is installed as default with the full version of Microsoft Visual Studio, but not with the Visual Studio Shell. It is also available as part of the .NET Framework Tools, which you can download and install.
